feat: send unrec notifications to external notification service on unrec of comment

Setting to collapse top-level replies by default
- was a private repo, doesn't need to be
- tired of opening another terminal when it could just
  live inside Coral

fix: update to send through automatedModerator as "from" for moderation notifications to external notifications

fix: remove createdAt from automated mod from user for external notifications service
- this makes it much faster rather than awaiting two net requests
- adds bulk send to the external notifications service as well
- no longer holds up the approve/reject flow with in-line awaits
