Exempt parked projects from deploy standards - #70

A parked project is paused, not broken: development has stopped but the Cloudflare resources are left running. Holding one to deploy standards produces permanent failures for work nobody intends to do — mobile-dev-cockpit was the last deploy-standards failure in the fleet for exactly that reason, with a live Worker, no wrangler config, and Actions deliberately off. Keys on tier == "parked", which is precisely the four paused projects (mobile-dev-cockpit, ai-game, protein-index, open-historia) and does not catch lifecycle == "past" products that are still maintained, such as materia, chess and saas-ideas. Cloudflare parity is deliberately still checked for parked projects, so their live surfaces stay visible rather than disappearing from the audit. Deploy standards failures: 2 -> 0.
