Integrate reviewed source PRs ruvnet#2201-ruvnet#2223, ruvnet#2225-ruvnet#2231, ruvnet#2235-ruvnet#2240, ruvnet#2242 and ruvnet#2243 (firmware README hunks remain in ruvnet#2247). Regenerate one package manifest after integration, validate native Windows test execution, bound MTK listener startup, support official C6 release bundles, and retain stronger release metadata gates.

LD2410 no-target frames carry a zero-distance sentinel. Averaging them with present targets turns a 90 cm target alternating with absence into a 45 cm summary. Exclude only explicitly absent targets from the mean; retain raw distance, frame counts and presence fraction. All-absent captures report a null mean.
The actual Python serial pump and public reader reproduce the upstream defect. Fourteen focused tests and all eight local harness gates pass; independent exact-commit replay passes three consumer controls. Includes ADR408 and regenerated manifest. This verifies encoded protocol fixtures, not physical ranging accuracy. Hosted checks may require maintainer approval.
