Can we try to stick to setuptools-53.0.0-13.el9_6.1? Medium-term we should probably install Rucio in /opt/rucio under a virtual environment.

I've been reading around a bit and I agree that using a venv in the containers here is the best idea, some stuff I found for reference:

and for activating it, seems like setting it as env variable should work: https://stackoverflow.com/questions/48561981/activate-python-virtualenv-in-dockerfile

I am more in favour of trying the venv approach right away rather than downgrading the setuptools version, at least for now it seems like it'd only be a matter of creating and activating the venv. Maybe at a later stage we could also investigate a bit and see if we can use multi-stage builds with the venv to reduce the image sizes a bit
