chore(ci): bump scorecard plugins to v2.3.5 and simplify backend config

What

• Upgrade all scorecard plugins from 2.3.4 → 2.3.5
• Remove custom schedule configuration from scorecard-backend

Why

Plugin version bump to pick up latest fixes/features. Schedule configuration removed as defaults are now sufficient.
