Switching between server-side paginated lists incorrectly briefly shows 'no row's message before rows shown

• no rows should only show when the results are in and there are rows, otherwise table loading indicator should be shown
• there's lots of code to do this, need to dive in
• check if canPaginate is first briefly false, if so block on it being populated
