Support Arm64 w/Multi-Platform Builds

This work addresses #5 and few issues related to Lamby starters.

• Platform Support x86_64 & aarch64 #5

Summary of the Work Done:

• Added QEMU and support tools to the development/build container.
• Added arm64 specific tests (Debian/AML) by leveraging QEMU and default BUILDX support.
• Created a build suffix for aarm64.
• Removed release artifacts. Will 100% rely on scratch containers for build artifacts now.
• Final images will be multi-platform via docker manifests.

Quality of Life & Misc. Changes:

• Update all the cargo things!
• Installed PHP into development container. Might change this to apt vs features.
• Changed from ubuntu-latest to due to issue below.
• Random "Is the docker daemon running?" with Docker-in-Docker Feature devcontainers/ci#192
• Optimized the devcontainer cache reuse across tests and release workflows.
• Update node tests from v16 to new v18 from Lambda runtimes.

Final work needing to be done:

• Will test out v1.1.0 release builds before finally adding the :latest tag.
