Add aria labels for videos on website #9803

- Related to Migrate videos to non-tracking option with no cookies positron-website#190
- Related to Specify aria label with video shortcode quarto-dev/quarto-cli#13508
When we get the ability to add aria labels with the Quarto video shortcode, I need to add back in the aria labels that I removed in posit-dev/positron-website#190.
