Add adaptive burst mitigation

As mentioned in RACK for SCTP (https://icnp20.cs.ucr.edu/proceedings/nipaa/RACK%20for%20SCTP.pdf), adaptive bust mitigation seems to be much more effective than the default static SCTP burst mitigation. Note that this feature is unrelated to RACK as the only association is that it's defined in the paper above.
