Set Up Required Services for Testing in a Centralized Location

Describe the bug

Currently, we require various services for API testing. The Docker code for running oCIS with these services is available at https://github.com/owncloud/ocis/tree/master/tests/acceptance/docker/src.

The following services are currently missing:

• ocm
• app-provide

Note : deployment folder is not for testing purposes

We should determine how effective is the setup in acceptance/docker. we could also remove it and do something like done here: https://github.com/cs3org/reva/tree/edge/tests/acceptance#acceptance-tests-owncloud-legacy

Provide commands to setup and run certain services. Then tests can be run using usual commands (not running tests in a container)
