Ensure the OpenSearch Dashboards `ci-group` tests run in parallel

Coming from opensearch-project/opensearch-dashboards-functional-test#1411 and #4796 after adding the ci-groups, although the integration tests currently run in parallel for all components included in the input manifest, the CI groups are not running concurrently since they are all part of the single component, OpenSearch Dashboards.

Run all the ci-groups in parallel for component, OpenSearch Dashboards. Here is the sample build that took 6 plus hours https://build.ci.opensearch.org/job/integ-test-opensearch-dashboards/6248/ because the ci-groups are not running in parallel.
