[Ulmo/Verawood] Epic: Core Experience Improvements

Prioritized experience improvements to Content Libraries for Ulmo. This epic can happen in parallel with the sequence of other feature-specific epics. It will include both feature enhancements and any bug fixes deferred from #1834.
