Add DEPR workflow automation

This pr introduces workflow automation which allows us to put DEPR tickets from this repo onto the global DEPR project board. It also notifies the #depr-slash-n-burn Slack room when new issues are created.

@aht007 I see you did work to fix the CI in #250 and that was the last commit. I have had python CI fail 3x on this PR, which is just committing a github workflow. Any way you can help get this to pass?

@aht007 I tried pinning the version as described in codecov/codecov-action#598 and it did not help.

@sarina Sorry for the delayed response. Previously coverage report was being generated in html format which has become unsupported and hence the error. Fix en route in PR with potentially another fix related to Github Authentication. Once that PR is merged you should rebase your PR and you should be good to go.
