Cannot load opam-format in a toplevel on windows

When trying to run the following with the ocaml toplevel

#use "topfind"
#require "opam-format"

I get the following error

Cannot load required shared library dllopam_core_stubs.
Reason: D:\a\js_of_ocaml\js_of_ocaml\_opam\lib\stublibs\dllopam_core_stubs.dll: flexdll error: cannot relocate VerQueryValueW RELOC_REL32, target is too far: fffffffbd0fe4508  ffffffffd0fe4508.
