[Bug]: mix georgian and kabyle language

Bug description

Hi,

I would like to report this long dated issue with NextCloud WebUI.
When trying to test the progression of kabyle translation on demo server in kabyle language, it is always displayed in georgian language.

In fact Georgian language is a 2 letter code ka and kabyle language which is norh african has a kab : 3 letters. Our localization team would like, if possible to check this issue.

Steps to reproduce

1. Set your Firefox browser in kabyle language
2. Go to any NextCloud instance.
3. You'll see it is georgian not kabyle.

Expected behavior

Expected behaviour ; Kabyle translations should be displayed instead of georgian.

I think that the issue comes from :

server/lib/private/L10N/Factory.php

Lines 497 to 502 in 04a2165

	if (substr($preferred_language, 0, 2) === $available_language) {
	return $available_language;
	}
	}

This code was written only to map long locale codes such as de_DE, fr_FR, en_US … to their two-letter base (de, fr, en).
But substr($preferred_language, 0, 2) blindly truncates every string to its first two characters, so the moment a browser sends Accept-Language: kab

the test becomes

substr('kab', 0, 2) === 'ka' // true

and the first language in the list that is exactly ka is Georgian.
Kabyle (kab) is therefore never checked again; Georgian wins by accident.
