Multi-bar tempo change lines persist in parts even when there are no instruments #25123

Description

Issue type

UX/Interaction bug (incorrect behaviour)

Description with steps to reproduce

  1. Create a tempo change line (rall. rit. accel., etc) by selecting multiple bars, then selecting the line from the palette
  2. Open a part-score
  3. hide all instruments in the part
  4. observe that the multi-bar line persists even though all instruments are hidden (this does not happen with tempo change lines that have been dragged and dropped onto the score)

Operating system

Additional context

Recently I had a bit of embarrassment where some rit. + accel. lines were appearing in the part-scores where they were not present in the main score, leading to confusion from players. I think it could be related to this bug, but I haven't been able to reproduce that exact error just yet.
