MIDI remote control: add the "Enter rest" action

Your idea

According to #20750, it would be very useful if the Enter rest action could be added to the list of possible actions for MIDI remote control (Preferences > MIDI mappings). This is the action that would be triggered by the 0 keyboard shortcut.

Of the currently available actions, what comes closest is the Toggle rest action, but this is not nearly as useful, because it only toggles existing notes into rests when not in note input mode.

P.S. The lack of this functionality is a regression, as MS2 and MS3 have/had this ability.

At the moment, we can't give this a high priority yet because of other ongoing tasks, but I've added the community task to it, to invite contributors to try and solve this before we get to it.
Also, a plan is arising to do a MIDI-focused release at some point, probably at the end of this year or the start of next year. We'll be sure to include this issue in that project.

@zr-jl Actually not that tempting. I am not into the mapping code. Generally, all repurposing of Midi Messages work for some users and break for others, so learning a MIDI CC seems appropriate. Alternatively, use a swiss army knife like Chataingne https://benjamin.kuperberg.fr/chataigne/en for mapping. It may be able to send keystrokes to MuseScore, who knows, maybe via AppleScript.

@avvvvve I am going to need an icon for this new "Enter rest" midi mapping. Any suggestions? (Btw, it will also appear for the "Enter rest" shortcut on the Shortcuts page) Oh, and where would you like me to place the new mapping in the Midi Mappings list?
