… queue Triaged all 124 open issues: 122 placed across umbrellas #9919-#9931, #9914/#9915 closed-with-evidence (PR #9916). Filed governance gaps #9917/#9918. Mission: triage/organize the entire open issue tracker into umbrella epics + a dispatch queue. Read all 124 open issues + 0 open PRs + the four prior reports (BUG_SWEEP / WIRING_AUDIT / LLC_SHIP / DEDUP), cross-referenced dispositions, then clustered.
