Running the create new terminal command when inside a new window should create the terminal in that window

Repro:

1. Create a terminal
2. Right click the tab and select Move Terminal into New Window

3. Press ctrl+shift+`, 🐛 the terminal is created in the original window (step 1), not the new window (step 2)
