To eliminate ambiguity of JDK used by language tools and Runtime used in projects, we redesigned the UX of "configure Java runtime" webview.

Actions to take:

• Separate pages configuring tooling JDK / project runtimes. Only when we failed to find a valid JDK to launch java tools, we present the page to configure tooling JDK. new UX to configure java runtime #791
• Extract "Install A JDK" to a standalone webview, then it can be reused. add webview to install new JDK #803
