mitigate microsoft/pxt-arcade#7126, but will return to try and find root cause after fixing other release bug. This was already something that had a trivial delay 'builtin' to it (in that it kicks off async process and does not wait) so feels a bit less bad, but should be able to narrow it down better / make more robust with a bit more time.
