Cannot publish luis after fix *.lu error

Describe the bug

When republish luis after fix *.lu error, always return "versionId cannot be null or undefined".

To Reproduce

Steps to reproduce the behavior:

1. create a valid composer project with luis
2. add an invalid pattern "- (create|book) [a] (meeting|appointment|meetings|)"
3. publish error
4. delete this pattern then republish
5. Still publish with error
   

Expected behavior

Publish should be successful after revert invalid change.
