Re-enable LUISGen tests for dotnetcore #624

Name: LuisGen
Describe the bug
The .netcore tests for LUISGen don't work on Travis, while they do work locally. The tests need to be modified to work in both places.
Additionally, the LUISGenTest.csproj needs to be bumped to use 4.0.7 via NuGet, not 4.0.5-18
