Bump SARIF sdk and Newtonsoft Changes

Bumps src/sarif-sdk from fc9a9df to 698adb6 and Microsoft.NET.Test.Sdk from v17.0.0 to v17.4.0-preview-20220707-01. These changes address Advisory: Improper Handling of Exceptional Conditions in Newtonsoft.Json for direct Newtonsoft.Json dependencies.
