Metrics don't offer a scrollbar, can't scroll down. #20728

Describe the bug

I should be able to scroll down to select different metrics/categories however no scrollbar is available (Brave browser)

A way to scroll down to see metrics that are off-screen

I'm not sure when this regressed, It used to be working in Aspire 13.x and it was working, I'm not on 13.6 and it seems to be bugged

    More detail:

    Where: Metrics page → the left-hand meter/instrument tree. The page doesn't scroll either, so instruments below the fold can't be reached.

    Steps to reproduce

    1. Run an AppHost whose resource emits many meters (ours: an ASP.NET Core + Orleans service with ~10 meters, ~40 instruments).
    2. Open the dashboard → Metrics → select that resource.
    3. Expand the tree so it is taller than the viewport. There is no scrollbar, and the mouse wheel does nothing.

    Environment

    • Aspire 13.6.0+56f3e9c0d216c0c7069dabb49dd0464e4827744f, CLI-bundled dashboard (AspireUseCliBundle=true)
    • Browser: <paste output of navigator.userAgent, viewport and DPR here>
    • Dashboard reached through a VS Code devcontainer port forward (WSL2)

    Workarounds: collapsing tree groups, or zooming out (Ctrl+−).

    Possibly a regression from the Fluent UI Blazor v5 migration (#19431) in 13.6.
