Steps to reproduce

Test environment:
OS Build: Windows 11 Enterprise insider preview 23H2 (22631.3296)
Power toys version: v0.79.0

Repro Steps:

  1. Open the Power Toys app in the desktop.
  2. Select the color picker option from left navigation pane.
  3. Navigate to activation shortcut button and activate it.
  4. Press tab key and observe that keyboard focus moved to save button.
  5. Press the tab key again, notice that instead of moving to the next element, the keyboard focus returns to the "Save" button.

Note:
This issue is repro throughout the App for every same kind of dialogues present at different setting options.

User Experience:
The excessive movement of keyboard focus on the "Save" button negatively impacts the user experience for individuals who depend on keyboard navigation methods.

✔️ Expected Behavior

Upon reaching the "Save" button using keyboard controls, pressing the tab key should move the keyboard focus to the next relevant interactive element within the interface, allowing users to continue navigating through the interface seamlessly.

❌ Actual Behavior

After navigating to the "Save" button using keyboard controls, pressing the tab key causes the keyboard focus to move onto the "Save" button again, resulting in a redundant movement of focus.
