Instead they can be passed as command line arguments to `msbuild`. The README is adjusted accordingly.

Instead of having to change the platform and tools versions in
Directoy.Build.propsthey can be passed as command line arguments tomsbuild. Usually one only needs to pass theWindowsTargetPlatformVersionand thePlatformToolsetand theVCToolsVersionis selected automatically.The README is adjusted accordingly.
