Replaces #11902

🤖
This pull request updates all GitHub Actions workflows to use the newer ubuntu-26.04 and ubuntu-26.04-arm runners instead of the previous ubuntu-24.04, ubuntu-24.04-arm, or ubuntu-latest runners. This ensures consistency across CI jobs and prepares the workflows for the latest GitHub-hosted runner environments.

Runner version upgrades:

Workflow configuration:

  • Added ubuntu-26.04 and ubuntu-26.04-arm labels to the self-hosted runner configuration in .github/actionlint.yaml to support the new runner versions.

Docker and platform-specific jobs:

  • Updated Docker manifest and multi-platform build jobs to use the new runner versions for both Debian and Alpine builds across all supported architectures. [1] [2] [3]

These changes modernize the CI environment, ensuring compatibility with the latest Ubuntu LTS runners and improving maintainability.

📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win

Use the OBS repositories for Ubuntu 26.04. The workflows run on ubuntu-26.04, but both apt sources use xUbuntu_24.04. The repositories publish different package metadata, including a python3-ajsonrpc dependency for platformio on xUbuntu_26.04. Replace xUbuntu_24.04 with xUbuntu_26.04 in both the repository and Release.key URLs in .github/workflows/build_debian_src.yml and .github/workflows/package_obs.yml.

Failure in build-debian-src should be fixed once python-ajsonrpc publishes to our OBS.
