Removes .github/workflows/orcarouter-code-review.yml and everything that referenced it.

Why

The OrcaCode Review action put a red check on every pull request and never once succeeded — of 132 runs since it was introduced in #172, none completed. Two separate faults sat behind that, neither of them in this repository:

  1. The router selected no model. The review engine sends six function tools on every file review. The router's allowed models were all -free ids, which carry no capability metadata in OrcaRouter's catalog — no supported_endpoint_types, no context_length. With no eligible candidate and no default_model, every call came back HTTP 400: strategy selected nothing for router 'orcacode-review' and no default_model set, before any model saw the request.
  2. A partial result still fails closed. After a paid model was added to the router the review genuinely ran — 54 calls, 0.5M prompt tokens, zero rejections — but four upstream calls went unanswered, one file's review failed, and the action discards the other 50 because it treats any non-empty warnings as unusable.

Diagnosing either from CI was impractical. The action surfaces the upstream response only when its internal proxy fails to start, so a 400 from the router is discarded; the engine prints the same generic check your LLM configuration and API key for every failure mode (reproduced locally with a deliberately invalid key); and the partial-result path renders its warnings with warnings.join("; ") over objects, so the actual reason reached the log as [object Object].

Also removed

  • The paragraph in CONTRIBUTING.md describing the automatic review and its /orcacode-review comment trigger, which no longer exists.
  • The workflowPolicy test that pinned the workflow's gating and action SHA. Its sibling tests build their file list from readdirSync, so they need no change and still cover the remaining workflows.

Impact

review was never a required status check on main (confirmed against the branch protection API), so no merge condition changes and no open pull request is blocked by this.

The ORCAROUTER_API_KEY repository secret is now unused. It is deliberately left in place rather than deleted from under any other consumer — worth removing separately once you're sure nothing else reads it.

Checks

  • npx vitest run tests/workflowPolicy.test.ts — 14 passed
  • npm run typecheck — clean
  • npx eslint tests/workflowPolicy.test.ts — clean

Summary by CodeRabbit

  • Chores

    • Removed the automatic OrcaCode pull-request review workflow.
    • Removed contributor guidance for the automated review process.
    • Removed the related workflow policy test.
  • Documentation

    • Updated the changelog to document the workflow removal and note that its associated API key is no longer used.

The OrcaCode Review action reported a failed check on every pull request
and never once succeeded: of 132 runs since it was introduced in #172,
none completed. Two separate faults sat behind that, neither in this
repository:

1. The configured OrcaRouter router selected no model for the review
   engine's requests. The engine sends six function tools on every file
   review, and the router's allowed models were all `-free` ids, which
   carry no capability metadata in OrcaRouter's catalog (no
   `supported_endpoint_types`, no `context_length`). With no eligible
   candidate and no `default_model`, the router returned HTTP 400 before
   any model saw the request.
2. After a paid model was added to the router, the review ran (54 calls,
   0.5M prompt tokens, no rejections) but still failed closed: four
   upstream calls went unanswered, one file's review failed, and the
   action treats any partial result as unusable.

Diagnosing either from CI was impractical. The action surfaces the
upstream response only when its internal proxy fails to start, so a 400
from the router is discarded, and the engine prints the same generic
"check your LLM configuration and API key" for every failure mode --
reproduced locally with a deliberately invalid key. The partial-result
path then renders its warnings with `warnings.join("; ")` over objects,
so the reason reached the log as `[object Object]`.

Removed with the workflow:

- the paragraph in CONTRIBUTING.md describing the automatic review and
  its `/orcacode-review` comment trigger, which no longer exists;
- the `workflowPolicy` test that pinned the workflow's gating and action
  pin. Its sibling tests derive their file list from `readdirSync`, so
  they need no change and still cover the remaining workflows.

Impact: `review` was never a required status check on `main`, so no
merge condition changes and no open pull request is blocked. The
`ORCAROUTER_API_KEY` repository secret is now unused; it is left in
place to be deleted separately rather than removed from under any other
consumer.

High-Level Assessment

Removing the workflow is the appropriate approach because it never completed successfully, depended on externally faulty routing and partial-result behavior, and was not a required merge check. Repairing the router or action was considered but would retain an unreliable external dependency; deleting the now-unused secret separately is appropriately deferred until other consumers are ruled out.

Claude Opus 5 — review of chore/remove-orcacode-review @ 61e46b86

1. The CHANGELOG's run statistics are contradicted by the run history. gh run list --workflow=orcarouter-code-review.yml -L 200 --json conclusion,event returns 165 runs, broken down as issue_comment/skipped: 138, pull_request/failure: 22, pull_request/cancelled: 4, pull_request/skipped: 1. So:

  • "of 132 runs since it was introduced, none completed" counts the 138 issue_comment runs that the if: gate skipped before doing anything. The number of actual review attempts is 26, of which 22 failed and 4 were cancelled.
  • "it reported a failed check on every pull request" (Summary line) is false as written — 138 of the runs reported skipped, not failed, and one pull_request run skipped too.

"never completed a successful run" is accurate (zero success conclusions). Fix the two numeric/absolute claims; the changelog is a permanent record and this is the one part of it a reader can check.

2. ORCAROUTER_API_KEY does not exist as a repository secret. gh api repos/looptroop-ai/LoopTroop/actions/secrets returns total_count: 1 — RELEASE_PR_TOKEN. It is not in any environment either (release: CHOCOLATEY_API_KEY, DOCKERHUB_TOKEN, TAP_BUCKET_TOKEN; packaging: CHOCOLATEY_API_KEY, TAP_BUCKET_TOKEN, WINGET_TOKEN; Preview/Production: empty). The org secrets endpoint is not readable with this token, so it may live there — but the shipped sentence "The ORCAROUTER_API_KEY secret is now unused and can be deleted separately" asserts the existence of something that is demonstrably not at repo or environment scope. Either confirm the org scope and say so, or drop the sentence from CHANGELOG.md and leave it in the PR body where a stale operational note costs nothing.

3. The Summary line should not be there. CLAUDE.md: the Summary block is "a single concise, user-facing line per bigger or notable change ... used for release notes". Removing an internal PR-review bot changes nothing a LoopTroop user installs or runs; it will land verbatim in the next release notes next to "scoop install looptroop works again". Keep the ### Removed entry, delete the Summary line.

4. The ### Removed entry is a vendor postmortem, not a changelog entry. OrcaRouter's default_model behaviour, supported_endpoint_types, the 54-call/0.5M-token run — none of that is about this repository, and it is already in the PR body where it belongs. Per the humanizer style guide this document follows, an entry that a reader cannot act on is noise. Two sentences ("Removed; it never produced a review and put a red check on pull requests. The causes were upstream in the OrcaRouter action") carries everything a changelog reader needs.

5. Cross-PR collision with #179 on CONTRIBUTING.md. Confirmed by git diff --stat origin/main...origin/refactor/clean-root-layout: #179 (open, refactor/clean-root-layout) contains CONTRIBUTING.md => .github/CONTRIBUTING.md, a pure rename with zero content change. This PR modifies the file at its root path. The repository squash-merges, so whichever lands second rebases against a single new commit:

tests/workflowPolicy.test.ts and CHANGELOG.md are also touched by both, but the hunks do not overlap (#179 touches lines ~147/282/291/303 and the top of ### Summary / ### Fixed; this PR deletes lines 109–128 and appends to the end of ### Summary / ### Removed), so those should merge cleanly either way.

6. This removes the repository's only first-party automated review pass. Nothing in this PR replaces it, and that is not stated anywhere in the diff. In practice CodeRabbit and Sourcery both review this very PR, so the loss is not total — but if the intent is that third-party bots are the replacement, say so in the ### Removed entry or in CONTRIBUTING.md, because the paragraph being deleted was the only place a contributor was told what reviews their PR.

7. CONTRIBUTING.md deletion is clean, but the section is now thinner than its heading implies. The removed paragraph stood alone between two unrelated paragraphs under ## Documentation and changelog, so nothing dangles grammatically. However, the paragraph was the only statement in the whole file about what happens to a PR after it is opened; with it gone the file documents how to write a change and nothing about review. Worth one replacement sentence naming the checks that actually gate a merge.

Verified clean, so as not to be re-litigated: there is no dangling reference anywhere — git grep -i orca on the branch returns only the two new CHANGELOG.md lines (the other hits are priorCandidateContent/lastErrorCause substrings); renovate.json has no rule for Continuum-AI-Corp/orca-code-review; no .github/*-dispositions.md mentions it; the removed permissions: and concurrency: blocks were job-local to the deleted file and are not shared. The deleted test block referenced only source.get('orcarouter-code-review.yml'), and source/workflows are built from readdirSync, so no hand-maintained workflow list goes stale and no import or fixture is left unused. Required status checks were checked properly: /branches/main/protection returns 404 (main is governed by ruleset 20558958, not classic protection), and that ruleset's required_status_checks list is Verify (ubuntu, toolchain floor), Test (ubuntu-latest|macos-latest|windows-latest, toolchain floor), Install smoke test (ubuntu-latest|macos-latest|windows-latest), Read-only install (ubuntu), Container image (amd64|arm64), Packaging — no OrcaCode context, so merging this blocks nothing. The PR body's "confirmed against the branch protection API" happens to be right but was confirmed against an endpoint that returns 404 here; the rulesets API is the one that answers this question. The website repository (/root/LoopTroop-Website) has no orca reference outside minified build artifacts, and docs/operations.md never documented this workflow, so no companion website change is owed.

Antigravity — Code Review Findings & Recommendations

1. Repository Secret Cleanup

The workflow file .github/workflows/orcarouter-code-review.yml is deleted, but the ORCAROUTER_API_KEY repository secret remains in GitHub settings.

  • Action: Delete ORCAROUTER_API_KEY under Settings > Secrets and variables > Actions after merging this PR to remove unused credentials.

2. Rebase Required for In-Flight PRs

Branches created before this change (such as open PRs #178 and #179) still contain .github/workflows/orcarouter-code-review.yml.

  • Edge Case: Pushing commits or comments on un-rebased branches will continue triggering failed OrcaCode review runs because GitHub Actions evaluates the workflow from the branch head.
  • Action: Rebase open feature branches onto main after merge so GitHub Actions stops evaluating the deleted workflow.

3. Changelog Placement Under User-Facing Summary

In CHANGELOG.md line 36, the removal is listed under ## Unreleased > ### Summary:

- The OrcaCode pull-request review workflow is removed; it reported a failed check on every pull request and never completed a successful run.
  • Difference: Per AGENTS.md, the ### Summary list feeds user-facing release notes. Removing internal CI review automation affects pull request contributors rather than users installing the CLI package.
  • Recommendation: Consider dropping line 36 from ### Summary. The detailed entry under ### Removed (CHANGELOG.md line 242) already documents the complete rationale and context for contributors.

4. Generic Policy Test for Untrusted PR Triggers

The removed test in tests/workflowPolicy.test.ts (lines 109–128) safeguarded against pull_request_target, unverified author triggers, and unbounded job timeouts for OrcaCode.

  • Recommendation: Add a generic policy test in tests/workflowPolicy.test.ts iterating over all files in .github/workflows/ to ensure no workflow introduces pull_request_target without explicit allowlisting, and that all workflow jobs define an explicit timeout-minutes.

Muse Spark review — no open findings. Verified: workflow file, CONTRIBUTING.md paragraph, and pinning policy test removed together; workflowPolicy.test.ts builds its workflow map from the directory listing so no static file list goes stale; zero remaining orcarouter/orcacode references outside the intentional CHANGELOG.md history entries; changelog follows the Summary plus Removed detail structure.

1. "A failed check on every pull request" overstates the run history

Where: CHANGELOG.md:36 ("it reported a failed check on every pull request"), CHANGELOG.md:242 ("It put a red check on every pull request"), and the PR description ("put a red check on every pull request").

Evidence: gh api "repos/looptroop-ai/LoopTroop/actions/workflows/orcarouter-code-review.yml/runs?per_page=100&page=1" plus page=2 — 168 runs total, grouped by event × conclusion:

event conclusion count
issue_comment skipped 141
pull_request failure 22
pull_request cancelled 4
pull_request skipped 1
any success 0
  • 141 of the 168 runs were issue_comment triggers whose job evaluated if: false and skipped — comment events, not checks on pull requests. Only the 27 pull_request runs can report a check to a PR, and 22 of those failed, 4 were cancelled by the workflow's own cancel-in-progress concurrency (former .github/workflows/orcarouter-code-review.yml:18-20), 1 was skipped. A cancelled or skipped check is not a red X.
  • Counterexample — PR chore(deps): Pin dependencies #177 (renovate/github-actions, merged 2026-09-22T07:17:03Z): its only run, 2026-09-22T01:11:14Z, concluded skipped, never red. The job if required contains(fromJSON('["OWNER", "MEMBER", "COLLABORATOR"]'), github.event.pull_request.author_association) (former .github/workflows/orcarouter-code-review.yml:25), which a bot author fails.
  • Counterexample — this PR itself: gh api repos/looptroop-ai/LoopTroop/commits/61e46b869c56f255fc55909f0f3f22566b2a42ce/check-runs returns only Greptile Review, Kilo Code Review, Sourcery review — no review check at all.
  • Draft and fork PRs were excluded by construction (former .github/workflows/orcarouter-code-review.yml:23-24: github.event.pull_request.head.repo.full_name == github.repository, !github.event.pull_request.draft).

Suggestion: Reword both changelog lines and the PR description to what the data supports — e.g. "produced 22 failed checks across six pull-request branches and never once succeeded" — instead of claiming every pull request got a red check.

2. "of 132 runs" was already stale when the commit landed

Where: CHANGELOG.md:242 ("of 132 runs since it was introduced, none completed") and the same figure in the PR description.

Evidence: run created_at timeline from the same API dump:

  • 132 runs existed at 2026-09-22T07:30:00Z — the number matches a morning snapshot.
  • 150 runs existed at the commit timestamp 2026-09-22T09:27:34Z — 18 more than the quoted figure had already landed before the commit was even created.
  • Final total: 168 — 18 more after the commit, including another review failure on refactor: slim repository root layout #179 at 09:47:47Z (gh api ".../runs?per_page=1" --jq .total_count). The workflow is now "state":"deleted" after the merge (4332b748), so 168 is the permanent count.

Also, "none completed" is wrong in a literal reading: every run has status: completed; what none of them had is conclusion: success.

Suggestion: Use the final figure ("168 runs, none succeeded") or drop the count entirely; keep "never succeeded", drop "none completed". Same fix applies to the PR description.

3. ORCAROUTER_API_KEY is not present as a repository secret

Where: PR description ("The ORCAROUTER_API_KEY repository secret is now unused. It is deliberately left in place…") and CHANGELOG.md:242 ("The ORCAROUTER_API_KEY secret is now unused and can be deleted separately").

Evidence:

$ gh api repos/looptroop-ai/LoopTroop/actions/secrets --jq '.secrets[].name'
RELEASE_PR_TOKEN

That is the complete repository secret list (1 entry) — no ORCAROUTER_API_KEY to "leave in place" and nothing at repo level for the changelog to tell someone to delete. gh api orgs/looptroop-ai/actions/secrets returns 404 Not Found with this token, so an organization-scoped secret cannot be confirmed from here either.

Suggestion: Establish where the key actually lived before shipping the changelog sentence: if it is org-scoped, call it an "organization secret" (and note repo-level cleanup is N/A); if it was already removed, drop or rewrite the "left in place / can be deleted separately" claims — as written they point at a secret the repo API says does not exist.

4. Required-check claim is correct, but the cited "branch protection API" cannot establish it

Where: PR description ("review was never a required status check on main (confirmed against the branch protection API)").

Evidence:

$ gh api repos/looptroop-ai/LoopTroop/branches/main/protection
{"message":"Branch not protected","documentation_url":"https://docs.github.com/rest/branches/branch-protection#get-branch-protection","status":404}
gh: Branch not protected (HTTP 404)
$ gh api repos/looptroop-ai/LoopTroop/rules?ref=main
{
  "message": "Not Found",
  "documentation_url": "https://docs.github.com/rest",
  "status": 404
}

Classic branch protection reports no protection at all on main, so it cannot confirm anything about required checks — anyone repeating that check gets a 404 that reads as the opposite of reality. Enforcement actually lives in a ruleset:

$ gh api repos/looptroop-ai/LoopTroop/rulesets
{"enforcement":"active","id":20558958,"name":"main protection","target":"branch"}

rulesets/20558958 carries required_status_checks with exactly 11 contexts and strict_required_status_checks_policy: true: Verify (ubuntu, toolchain floor), Test (ubuntu-latest, toolchain floor), Test (macos-latest, toolchain floor), Test (windows-latest, toolchain floor), Install smoke test (ubuntu-latest), Install smoke test (macos-latest), Install smoke test (windows-latest), Read-only install (ubuntu), Container image (amd64), Container image (arm64), Packaging. No review context — so the conclusion (removal changes no merge condition, no coordination with settings needed) holds.

Suggestion: Re-cite the rulesets endpoint (/repos/looptroop-ai/LoopTroop/rulesets) in the PR description instead of "the branch protection API". Worth knowing for the future: under strict ruleset enforcement, a required context that stops being reported blocks every PR silently, so any future workflow removal that touches one of those 11 names needs a settings change first — this one does not.

5. Open PR #179 keeps a red review check that can never re-run

Evidence:

  • gh pr checks 179 → review fail 20s https://github.com/looptroop-ai/LoopTroop/actions/runs/35712405408/job/106695872854
  • Check-run on refactor: slim repository root layout #179's head: {"name":"review","status":"completed","conclusion":"failure","started_at":"2026-09-22T09:50:15Z"}
  • After the merge: gh api .../actions/workflows/orcarouter-code-review.yml → "state":"deleted", and git ls-tree origin/main -- .github/workflows/ no longer lists orcarouter-code-review.yml.

pull_request workflows are evaluated from the merge ref and re-trigger only on head-side events (opened, synchronize, reopened, ready_for_review); a base-side deletion fires nothing, and the merge ref no longer contains the workflow anyway. The failure therefore stays on #179 until its next head push (the checks view then moves to a head SHA with no review run) or the PR closes — it will not refresh and will not clear on its own.

Suggestion: It is not a required check (finding 4), so nothing is blocked — but expect the stale red X on #179 and don't chase it as a live regression. While the PR description is still editable, add one line to its Impact section noting #179 will show a stale review failure until its next push.
