fix(xai): report the current stable Grok CLI 1.0.46

Summary

#6341 moved the reported Grok CLI version to 1.0.25, the version the local installer had. An Aside check of xAI's official sources on 2026-10-01 found that the install channel pointers https://x.ai/cli/stable and https://x.ai/cli/alpha both serve 1.0.46; the stable pointer was last modified 2026-10-01 00:53:57 GMT. The xAI changelog still lists v1.0.44 (2026-09-28) as its newest entry. No official page states a minimum version, and the 426 message names only "1.0.13 or later". This reports 1.0.46 so OpenCodex identifies as the current stable client and stays clear of the next floor bump.

• bun test tests/providers/xai/xai-transport.test.ts tests/server/server-xai-responses-streaming.test.ts tests/server/server-xai-chat-reasoning-streaming.test.ts: 58 pass / 0 fail; the header snapshot pins the literal 1.0.46. bun x tsc --noEmit passes.
• Cross-platform CI for this head is deferred by owner instruction to one run on the final dev tip before release.

Update the owned xAI transport contract

Changing this provider compatibility version alters the outbound xAI transport contract, but the commit leaves every mapped structure/ document untouched, including the header-parity section in structure/providers/xai-grok.md. Update the owned contract with the new 1.0.46 profile and its compatibility evidence so the architecture documentation remains synchronized with the runtime change.
