Avoid logging 'kubeconfig endpoint' error when cluster is 'starting' #10968

Only if the cluster is not in the Starting state, log the kubeconfig endpoint error.

Fix #9457

Hi @MadhavJivrajani. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Hey @medyagh! I did run make lint before pushing changes, it had run successfully at the time. I just re-ran it, it terminates without any errors, changes or suggestions.

Sorry about that @MadhavJivrajani, lint was actually broken at HEAD. If you rebase, all the lint errors should go away.
