bump pause image to v3.6

I found the pause image in minikube is remained in v3.1, I wonder whether it's necessary to upgrade pause image to pause:3.6, some improvements in windows server supports.
Further, should minikube keep in sync with the kubernetes latest pause image as the document says?

This is not correct, the latest version used in minikube was v3.5

It is supposed to be synced with the kubernetes version, as shown by kubeadm config images list

For v1.22.2, the image is k8s.gcr.io/pause:3.5. It probably will be bumped for 1.23, when it arrives ?

Apparently it was bumped in kubernetes/kubernetes@18936d4

So we can prepare minikube, it was in k8s v1.23.0-alpha.2
