Describe the solution you'd like
CAPV should provide provide workload cluster templates for clusterctl. The 2 flavours that we support are the following:

• mono: mono-instance control plane relying on kubeadmConfig
• ha: HA control plane relying on HA Proxy as a load balancer and the KubeadmControlPlane
