Updating `pykokkos-base`

pykokkos-base has fallen out of sync.

Some things that we should fix are:

• clang-format should be bumped, it still is on 8. Kokkos-core is on 16
• deprecations, still missing the bump to 5.0
• license is outdated
• we should have something like nightlies that build with develop once per day and report so the versions don't fall out of sync
• we should pin the version that is included in the CMake file ... and it should probably be fetch_content not a submodule (both for kokkos and for pybind11)

• The configuring options via setup.py README section is outdated. Running yields the warning SetuptoolsDeprecationWarning: setup.py install is deprecated. and

@IvanGrigorik can you take a look at the remaining items? I suggest that bump to 5.0 is tracked in a separate issue.
