Align spaceflights-pyspark starter to core template structure in develop #164

Motivation and Context

The spaceflights-pyspark starter template does not have the same setup as core template files in develop branch for test/, pyproject.toml and requirements.txt. Both templates should align for add-ons flow to work properly.
