Enhance karmadactl operation and maintenance experience

What would you like to be added:
Refer to #4291 and #5248, we have decided to continuously improve and enhance the user experience of karmadactl in upcoming releases. To track the progress of the project, we will divide it into the following subtasks:

• proposal: Analyzing and designing the flag sets and behavior of the commands. (@hulizhe docs: add proposal of enhancing karmadactl #5245)

Implement new Commands

• karmadactl create (@hulizhe add new command karmadactl create #5399 )
• karmadactl patch (@zhzhuang-zju add new command patch #5463)
• karmadactl delete (@zhzhuang-zju add new command delete #5431)
• karmadactl label (@zhzhuang-zju add new command label #5453)
• karmadactl annotate (@zhzhuang-zju add new command annotate #5458)
• karmadactl edit (@zhzhuang-zju add new command edit #5434)
• karmadactl attach (@hulizhe add new command karmadactl attach #5395)
• karmadactl api-resources (@hulizhe add new command karmadactl api-resources #5394)
• karmadactl explain (@hulizhe add new command karmadactl explain #5393)

Modification of Existing Commands:

• karmadactl get (@hulizhe Enhance the capabilities of the karmadactl get command #5254)
• karmadactl describe (@hulizhe enhance karmadactl describe command #5392)
• karmadactl top pod (@hulizhe enhance top pod command #5452)
• karmadactl exec(@hulizhe enhance karmadactl exec command #5398)
• karamdactl top node (@zhzhuang-zju karmadactl supports top node #4224)

Note:

• The flag sets and command behavior need to be consistent with Proposal #5245.
• If there are any other requirements or concerns regarding karmadactl, please feel free to discuss them.
• The subtasks may undergo changes.

@Affan-7 Sure~you can take karmadactl patch first, Because this command only works on the Karmada control plane and does not involve switching member clusters, it is relatively easy to get started with

@IonBoleac @Affan-7 I hope to include the enhancements to karmadactl in the release 1.11.0, so I have completed the remaining work for this issue. However, this is just the first phase of enhancing karmadactl capabilities, and there will be further work to follow. I welcome your continued participation in the subsequent efforts, thanks~
