Prepare for 4.3.1.

Update readme.

Change repo name.

Prepare for 4.1.0.

Bump up version.

Update grade plugin and kotlin ver. (permissions-dispatcher#534)

Tweak publishing codes.

- Specify annotation module info explicitly due to library module.
- Fix the way of publishing aar and remove dcendents:android-maven-gradle-plugin.

Apply bintray-release plugin for annotation module.

Prepare for 3.3.0.
