Support reporting bugs through GitHub issues when unexpected errors/panics/crashes occur

This could be a cool library for other CLI tools if one doesn't already exist. In interactive shells, it could draft an issue with info about the stacktrace, runtime/environmet, etc. and show a preview for the user to approve.
