Provide templates or other hints about commit message style

For example, if you update a dependency and commit it, it would be nice to have a terse message like:

Gemfile: Bump sidekiq to ~> 1.2.3

Maybe it could be done with RAG? This would mean there would be a style guide to maintain and there would be a high likelihood of excessive bike-shedding.
