This ticket covers the inclusion of an example design for transmitting IPbus packets over the PS-PL interface and a chip-to-chip 'loopback' connection on the ZCU102 board

The design was initially created and tested by Paschalis Vichoudis earlier this year (with Vivado 2017.4). Following Pascalis' work, I integrated the build into IPBB, updated the example design to 2019.1, and reorganised some components in the block designs.

After discussion with Alessandro, we're moving the implementation of this design from /examples to /prototypes
