…issue-prs Human cannot merge PRs with unresolved conversations or conflicts. PR follow-up now drains merge blockers before issue Work (and again after), selects oldest first for anti-starvation, requires completeness on each selected PR, and still runs when the issue queue is empty. Stop overnight multi-phase/epic progress from landing in committed docs/ai-generated task markdown (merge thrash). Document Slice column in night-issue-prs README to match the work-agent table. Rephrase PR follow-up head-branch scope so fix/installer- is not split across lines with leading spaces that workers could treat as pattern. > Co-Authored by Grok Build using grok-4.5 with agent main.

Summary
Overnight multi-phase / multi-issue work no longer tracks epic progress in committed \docs/ai-generated/tasks/**\ markdown (a major source of agent merge thrash).
Workers now:
Hard ban in the work agent: no multi-phase status-only commits under \docs/ai-generated/tasks/.
Also includes earlier merge-blocker drain policy if not already on main from #2046 (branch may stack; review diff vs main).
