Slice goal
From the React EditorHost, an author moves the open item into another folder they pick, then the host still shows that same item. Map 403/404/409. Cancel does not move. View mode has no move control.
Out of scope
Recycle the open item (sibling). Force check-in (sibling). Folder-node moves. Copy / new copy (already shipped).
Acceptance criteria
Change class
One vertical increment. Reuse FoldersResource moveFolderItem. Do not split layers.
H2 QA: perc-devctl qa-up → qa-health → TEST_CMS_URL → npm run test:surface → qa-down.
Leave unassigned. Do not add In Progress.
