issue 1690 slice 14: relationship-type effect conditions and execution context #4471

Workbench inventory remainder. Relationship types already expose effects as a read-mostly projection. Remaining: effect condition and execution-context edit (RelationshipTypeAdaptor.DESIGN_GAPS: "Effect condition and execution-context edit not supported via this API").

Slice goal

One user-visible increment: An Admin can edit relationship-type effect conditions and execution context from Developer → Relationship types; Playwright + product-docs.

HARD BAN: do not split REST vs SPA vs Playwright. Do not implement cloning field overrides (slice 13) or content-type field label write (CT_FIELD_LABELS_WRITE, #4463 / PR #4469) in this PR.

In scope

1. REST + sitemanage adaptor: read/write effect conditions and execution-context on relationship-type effects; Admin write with existing lock/403/409 peers.
2. SPA relationship-type detail: editor for effect conditions and execution context (not display-only).
3. Surface-filtered Playwright on QA H2 (perc-devctl qa-up → qa-health → TEST_CMS_URL → npm run test:surface).
4. Update product-docs/8.2/admin/ Developer Relationship types page and product-docs/8.2/developer/rest.md. Drop the effect-condition designGaps entry when write ships.

Out of scope

• Cloning field override editor (slice 13)
• Content-type field display label write (issue 1690 slice 12: content-type field display label write (CT_FIELD_LABELS_WRITE) #4463)
• Custom URL view execute (slice 15)
• Relationship-type create/delete (already shipped unless a gap remains)

Acceptance

• GET relationship-type detail includes effect conditions and execution context
• Admin can add/update/clear those fields; GET round-trips
• Unknown type 404; non-Admin 403; invalid payload 400
• Playwright surface spec green on QA H2
• Product-docs match shipped behavior; [8.2] Developer module — post-P0 follow-ons #1690 Agent progress updated; effect-condition designGaps entry dropped
