Project-Xlint test compile was 0 warnings after #2362 batch 4 (WorkflowUtilsBaseTest + Xml test cleanup). Re-probe if new tests add raw locals.
Acceptance
- PR-sized batches toward zero main suppressions where real generics are safe.
- Prefer real generics; no new blanket suppressions.
- Do not re-parameterize

Reconcile close: Batch-5 residual is fully landed. No open children, no open covering PR.
