Summary

  • Fixes the Dependency Submission GitHub Actions workflow, which failed immediately with a workflow file / syntax error on line 17 and never started jobs.
  • Root cause: the job if: condition was an unquoted YAML plain scalar containing chore: update build number. The : sequence is invalid in plain scalars, so Actions rejected the workflow.
  • Fix: express the condition as a YAML block scalar (if: |) so the colon is treated as literal text. Minor cleanup of indentation and the Maven toolchains step (heredoc).

Closes #14

Test plan

  • Local YAML parse of .github/workflows/dependency-submission.yml succeeds
  • After merge (or on this PR branch if workflow is visible), Actions no longer reports a line-17 syntax error
  • Dependency Submission job starts and runs steps on push to main / workflow_dispatch (not a 10s no-job failure)
  • Note: GitHub Automatic Dependency Submission (Maven) is a separate managed workflow and may still fail resolving inter-module SNAPSHOTs; this PR fixes the custom .github/workflows/dependency-submission.yml only

Co-Authored by Grok Build 1.0.3 using grok-4.5 with agent main.

Quote the job if-condition as a block scalar so the colon in
"chore: update build number" is not parsed as YAML mapping syntax.
This unblocked the workflow, which was failing immediately with no jobs.
