Problem
The .github/workflows/dependency-submission.yml workflow fails immediately with a workflow file issue. GitHub Actions UI reports a syntax error on line 17.
Cause
The job if: condition was an unquoted YAML plain scalar containing chore: update build number. The colon-space sequence is invalid in plain YAML scalars, so the workflow never starts any jobs.
Fix
Quote the condition as a YAML block scalar (if: |) so the colon is treated as literal text.
Acceptance
- Workflow file validates / no syntax error in Actions UI
- Dependency Submission runs on push to
main / workflow_dispatch instead of failing in ~10s with no jobs
