[Bug]: Cache app when app is after proposal submisson

Is there an existing issue for this?

Current Behavior

We just experienced this:
Proposals submission stage ended, frontend was redeployed with submission stage open but the app was cached and it was still showing the submission stage closed
I dont think we want this happening from one fund to the other?
I think we need a way for the app to clean the cache and reload?
