Addresses #610: the core publishes sender backpressure but the typed shell model drops it, leaving operators unaware of degraded streaming.
Bind the applied divisor and pressure level and project a per-destination degraded readout into the existing output statistics. Show configured Program FPS / applied divisor explicitly as feed cadence, not receiver FPS. Active pressure still warns when the current core preserves a full-rate feed; recovery clears it, missing cadence is unknown, and another destination's failure takes priority in stream health.
Validation: 40 focused readout/LiveProductionSync tests passed; all 2,305 MediaCore tests passed. Production Release shell build passed after closing the owned layout candidate to release locked DLLs. Includes wire-deserialization coverage distinguishing requested from applied divisor, multiple Program rates, unknown cadence, recovery and failure priority. Controlled installed slow-destination/receiver qualification remains outstanding; this PR does not close #610.
Stacked on transport layout PR #788; no native media behavior or output quality settings change.
