IS: Launch ( TakeOff) mode is not reported with Mavlink protocol.
Manual, Angle or Horizon are reported instead (whatever is selected by user).
SHOULD: TakeOff mode should be reported while aircraft is in launch mode.
Fixed: report FLM_LAUNCH with higher priority.
