Blockchain event metrics can be double-counted

Calls to `emitBlockchainEventMetric()` typically follow a call to `maybePersistBlockchainEvent()`, but since `maybePersistBlockchainEvent()` doesn't return anything to indicate if the event already existed, FF will emit for both new and existing events.
